What does RefreshCommandUI() do in SharePoint 2010?

RefreshCommandUI() is used when you need to refresh the Ribbon controls. For example if you want to enable\disable a ribbon button for a user you can determine the user's permission first and then use
RefreshCommandUI() to refresh the ribbon button and disable it.

It basically fires the ribbon refresh event that causes each ribbon button to fire their own EnableScript function.
